ONELINE Corridor Development Study
Jackson's vision for a more connected and activated city center

What is the ONELINE Corridor Development Study?
The ONELINE Corridor Development Study will develop a vision and action plan for improved transportation and development along State Street and west to JSU. This is part of a strategic goal to make our city center easier to access and more vibrant.
This effort, funded by a grant from the Federal Transit Administration, gives Jacksonians the opportunity to shape how the ONELINE Corridor will develop into the future. The ONELINE Corridor study area includes parts of Fondren, Belhaven, Downtown Jackson, and neighborhoods around JSU.
Exploring More Frequent Transit

This study will explore ways to enhance bus service along State Street to connect Jacksonians to destinations like work, school, grocers, and healthcare facilities. It will consider increased frequencies, more comfortable bus stops, and street design changes to help the bus move efficiently in high-traffic areas.
Prioritizing Comfortable Streets

Jackson needs streets that make it safe and inviting to walk and bike to transit stops and other destinations. This study will give Jackson a game plan to prioritize infrastructure improvements like sidewalks, street trees, crosswalks, bike lanes, safety improvements, and curb space organization for a better experience on, and connecting to, State Street.
Understanding Market Demand

Vacant and underused property is an opportunity to bring more energy and destinations to the city center. To help plan for future investments, this study will research market demand for new housing, small businesses, large employers, institutions, hospitality, and parks and public spaces.
Imagining Future Development

This study will create concepts for new developments, renovated buildings, and public spaces within a short walk of State Street. These concepts will be a tool to attract people and businesses to Jackson and will guide updates to local regulations to make it easier to develop Jackson.

FAQ
The ONELINE Corridor Development Plan study is for central Jackson. It focuses on whether or not a frequent bus route along the ONELINE corridor—State Street from Fondren, through the Medical District and Downtown Jackson, and west to Jackson State University—makes sense. It will also help us make recommendations for street improvements and economic development within the half-mile area around this route. Check out the study area map to learn more!

The City was awarded a grant from the Federal Transit Administration’s Transit-Oriented Development pilot program. These funds must be used to create a plan that enhances public investments in transit.
Investing in the City’s core is a long-term play. This study will outline a mix of key projects and policies that will work together to support the vision. Each part of the vision will have a different path forward. Examples of next steps include:
-
Applying for proposed project funding
-
Revising the City’s zoning ordinance and other regulations to align with the vision
-
Detailing designs for proposed infrastructure and public space projects
-
Refining a service plan and addressing funding needs for an enhanced bus service
-
Coordinating with property owners on development strategies for specific sites
-
Sharing market research and development concepts with potential investors and businesses to attract activity to the corridor
-
Commissioning public art installations
-
The ONELINE Corridor Development Plan will bring together recommendations from other initiatives if they still make sense in today’s context and support the community’s vision for this area. You can learn more about some of the other initiatives that will be referenced in this study:

Connect JXN: Transit Plan (JTRAN)
-
Museum Trail Extension (Downtown Jackson Partners)
-
10-Year Destination Master Plan (2025 – 2035) (Visit Jackson)

-
At the beginning of the project, input from community members like you will help:
-
Identify key issues this plan should address, such as missing sidewalks, streets where traffic calming is needed, priority vacancies to address, types of destinations that are missing from this corridor, and more.
-
Create a vision for the future of this corridor.
Later, you will be invited to review draft plans, policies, and sketches then provide feedback to refine the study recommendations.
